  財團法人國際合作發展基金會(國合會)是台灣從事國際發展合作的專業機構,扮演著如同美國國際開發署(USAID)及日本國際協力機構(JICA)等政府開發援助(ODA)組織的角色。國合會透過投資與融資、技術合作、國際人力發展及人道援助等方式,協助開發中國家提升生活水平並促進社經發展。

  近半個世紀以來,國合會(及其前身)結合政府與民間力量,積極回應國際援助走向全面化的潮流,分享台灣經驗,並以中小企業發展、人力資源提昇
、農業升級與轉型、公共衛生醫療改善及資訊科技發展等為重點合作項目。國合會運用專業的技術、經驗以及熱情傳承台灣的成功經驗,回饋國際社會。

緣至元智-歡迎您來圓志

  元智大學是一所很年輕的大學,創立於1989年,迄今才滿18年,但它卻已是公認的新興大學之典範。它於2003年獲國家品質獎,是第一且惟一獲獎的大學;2005年並先後獲得教育部的教學卓越計畫與邁向頂尖大學計畫,是台灣12所重點大學之一;在教學、研究與行政三方面均獲得最高的榮譽。在傳統上國立大學獨領風騷的台灣社會,元智的卓越表現,確是高等教育的「傳奇」。

  元智大學設有工程學院、資訊學院、管理學院、人文社會學院及電機通訊學院,學生九千餘人,大學部與研究所學生比例約為二比一。在頂尖大學計畫中,元智的能源與通訊兩個頂尖研究中心獲得重點支持,此二領域整合了校內所有工程相關系所的研究人力與資源,將發展為台灣的重點研究中心。元智大學亦以此兩中心為火車頭,帶動全校整體教研能量之提昇。元智的管理學院首創全台第一個EMBA學程以及大一不分系之學制,研究所課程更全面以英語授課,與國際接軌。元智的資訊學院為全國第一個成立以資訊為教研核心的學院,特別強調專業實習及科技與社會學科之整合。元智的人社院與通識教育緊密結合,在頂尖大學計畫中共同推動人文通識與倫理的教學與研究。

  近年來,元智的校務發展特別強調差異化與國際化。藉差異化的課程設計與研究特色,創造元智的藍海與品牌;而國際化則是提昇學生視野與學術研究水平的重要策略。全校大學部各系至少四分之一的專業課程採英語授課,而共同必修之英文課程達12學分,並採營隊方式授課,具體提昇學生之英文水準。校內並設立「國際語言文化中心」,除開設英文及其他外文課程外,並提供外籍學生華語及文化課程,辦理各項文化活動,促進校園國際文化交流。

  元智大學自2006年加入國際合作發展基金會(ICDF)推動之TICA聯盟,設立「工業工程與管理」國際研究生學程,今年進入第二年,已招收兩屆外籍碩士生。工業工程與管理是元智最早成立的學系之一,設有完整之博、碩士班,研究能量及學術表現在國內各大學名列前茅,國際研究生在元智求學作研究,必可受到最好的照顧,並獲致豐碩的學習成果。

  元智積極招收外籍生(含大學部),提供優厚之獎助學金,且在全校學生總額2%之內入學之外籍生一律免學雜費及住宿費。去年九月本人參加ICDF赴中美洲之招生團,與該地學生有當面溝通交流之機會,並鼓勵他們申請進入元智大學各系所就讀。今年僅中美洲即有16位同學申請本校,除部分領取ICDF獎學金外,有4人領取本校獎學金進入工業工程與管理國際碩士班就讀,另有8位錄取其他研究所。顯示ICDF招生團確有其功效,而本校提供之獎勵措施亦具吸引力。

  本校係由遠東集團創辦,與遠東集團所屬各企業公司建立產學合作聯盟,交流密切。外籍生有意於在台求學階段從事企業實習者,可透過本校與各公司之網絡得以實現。這種附加之機會,亦是元智吸引外國學生之優勢。
